Since the pandemic, Canada’s economy has evolved due to the federal government’s measures to support economic recovery. The country continues to reform its immigration system to address new pressures, including softening the labour market. To ensure that temporary residents are supported adequately in Canada, the Honourable Marc Miller, Minister of Immigration, Refugees and Citizenship, announced additional measures. These measures are aimed at managing the influx of temporary resident arrivals while protecting vulnerable people, and maintaining the integrity of their immigration system.
These measures include:
- Reducing the intake cap on international student study permits for 2025. This is based on a 10% reduction from the 2024 target of 485,000 new study permits issued. Thereafter, the intake cap would be stabilised for 2026 so that the number of study permits issued in 2025 remains the same going forward. So, in 2025, the study permits issued would be cut down to 437,000.
- Updating the Post-Graduation Work Permit Program in the fall season to streamline immigration goals and labour market demands.
- Limiting the work permit eligibility to the spouses of students pursuing their master’s degree, which covers a minimum of 16 months.
- Limiting the eligibility criteria for spouses of foreign workers in professional occupations, management, or in sectors with labour shortages as per Canada’s work permit programs (TFWP and IMP)
The other significant requirement to fulfil while applying for a study permit in Canada is to acquire a PAL. A Provincial Attestation Letter (PAL) or Territorial Attestation Letter (TAL) from the province or territory they plan to study.
Documents to submit for a study permit
- Letter of explanation (why do you want to study in Canada? Do you understand your responsibilities as a student?)
- Medical exam (if you plan to study in Canada for more than 6 months, spent time in other countries recently, and plan to work in specific jobs where public health must be protected)
- A custodian declaration for minor children
- Proof of acceptance
- Provincial attestation letter or territorial attestation letter
- Proof of identity
- Proof of financial support
You may also be asked to provide:
- A letter of explanation
- A medical exam
- A custodian declaration (minors only), or

FAQs
A study permit is usually valid for the length of your study program with an extra 90 days. The additional 90 days allow you to prepare to leave Canada or apply for an extended stay. You are given conditional acceptance if your school asks you to take courses before accepting you into the main program. In this case, your study permit will be valid for the length of those courses, plus one year. You must apply for an extension if you don’t finish your course before the date on your permit.
There are several part-time jobs you can search for, but some of the most common are:
- bookkeeper
- customer service assistant
- office assistant
- teacher’s assistant
- server at cafés or a coffee shop
- dog walker
International students can work 20 hours per week during school semesters. The working hours can extend to 30 hours per week during school breaks.
Applying for a permanent resident visa depends on a point-based system. The work experience gained through the Post-Graduation Work Permit Program (PGWPP) will help you garner valuable points and qualify you for permanent residency in Canada.
This depends on the course or program you’ve selected and whether work experience is part of the curriculum.
However, you may apply for a co-op or intern work permit based on:
- A valid study permit
- Work experience as part of your study program
- A letter from your school confirming the requirement of complete work placement to acquire a degree
- Getting a co-op or internship that is 50 % or less of the total program of study
There could be several reasons why your visa application was rejected, like not submitting the requested documents, providing insufficient proof of financial support or securing a low score in your IELTS or TOEFL exam. Your previous travel history to Canada may have exceeded your temporary visa term.
If you’re relying on scholarship funding, you should let the university know of your situation. If you do not get the scholarship, you can withdraw your university application or find an alternative method of funding before starting your term.
